Unemployed Defined

"Those individuals, 16 years of age or older, who have no job but are available for work and actively seeking work during the reference week (the week including the 12th of the month). The only exceptions to these criteria are individuals who are waiting to be recalled from a lay off and individuals waiting to report to a new job within 30 days - these, too, are considered unemployed."
